Rules 2008.
OBJECTIVES
1. The League will be named "THE CENTRAL LANCASHIRE MENS BOWLING LEAGUE".
2. The object of the league shall be:-
(a) The encouagerment of bowling between clubs in Rochdale Distract.
(b) The promotion and advancement of the game of bowls as played on Crown Greens.
GOVERMENT
3. The League shall be governed by a president, Chairman, Vice-Chairman, Secretary/Treasurer, Match Secretary (the officers), and two Delegates from each club in the league. The above shall be elected annually and will be known as The Governing Body.
4. A league committee shall be elected annually and shall consist of the above officers; and one representative from each of the five divisions, with no more than one representative from any one club.
5. The annual general meeting of the league will be held on the last Sunday in November each year for the election of officers, committees and alterations of rules and by-laws and the transaction of general business connected with the league.
6. The accounts will be audited annually by two members outside of the governing body. A balance sheet will be prepared and sent to each subscribing club along with the notice calling the Annual General Meeting, such notice to be given at least 7 days prior to the meeting.
7. Notice of any proposed alterations of, or additions to the rules, must be in the hands of the league secretary by the last day in September, such proposals being made either by the participating clubs of the league, the league committee, or by the leagues governing body. The league secretary will give notice of all proposals, on a ballot paper, to each delegate at a meeting on the last Sunday in October for their consideration. The 'ballot paper' will be returned at the A.G.M. by the attending delegates, the only votes to count being these. Clubs will be allowed one vote per team.
8. Any club failing to send a Delegate to a Delegates Meeting will be fined the sum of £5.00.
EXTRAORDINARY MEETINGS
9. The league secretery shall call an extraordinary gereral meeting of the governing body on recieving a requisition signed by no less than 3 of the secertaries of the clubs in the league.
10. (a) Any club making a protest against any other club, either as a body or any of its members individually, on any grounds whatsoever, shall forward a copy of such protest to the league secretary within seven days of the alleged offence. A copy of any such protest shall be forwarded to the other club/s involved- also within seven days of the alleged offence.
(b) If the conduct of any players, a member or official is objectionable in matches, or in connection therewith, the league committee shall have full authority to deal with the same upon receipt of a complaint to the league secretary within seven days, by the offended party.
